About the Board

Duties & Responsibilities

As the governing body, the township board makes the public policy decisions for the township and has legislative authority to carry forward these decisions. The township exercises its governmental authority through the board to:

  • Define, decide and direct public policy for the township
  • Set the tax levies and budget, determine revenues and control expenditures of township funds
  • Appoint officials as directed by statute
  • Legislate and enforce township laws (ordinances) within the township for the public health, safety and welfare
  • Exercise planning and zoning authority over land uses
  • Determine and operate township programs and services

The township board is self-governing, administering its own affairs and business, and independent within the bounds of the constitutional and statutory framework of township authority. Ultimately, a township board and individual board members answer to the voters. As a charter township, Oxford’s board of trustees consists of seven members elected to four-year terms.

When it comes to participating and acting at a township board of trustees meeting, all seven board members are equal and have the same authority to vote on all matters in which they do not have a conflict of interest, unless a law says otherwise. A quorum for the transaction of business at a charter township board of trustees meeting is four members.

A township board is not intended to be a body of individuals representing specific constituencies or districts within the township. A township board acts for the township as a whole.

The board of trustees meets every second Wednesday of each month at 6:30PM. Meetings are held at the township hall: 300 Dunlap Road Oxford, MI 48371.

Trustee Bios

Rod Charles — A longtime Oxford resident and retired certified financial planner, Trustee Charles was elected to the township board in November 2020. He earned a bachelor’s degree from Western Michigan University and a master’s degree from Eastern Michigan University. Trustee Charles was the founder and chief organizer of Oxford’s Lone Ranger Parade and Festival, which ran from 2013-18. He also served on the Oxford Wildcat Booster Club board. Trustee Charles has served on the Oxford Downtown Development Authority (DDA) board since 2013. He owns a commercial building (14 S. Washington St.) in downtown Oxford.

Catherine Colvin — Catherine L. Colvin was appointed to the Oxford Township Board of Trustees on Dec. 8, 2021. Trustee Colvin is an attorney who has lived in Oxford for 17 years. Most of her experience was gained in the corporate world where she worked for Autoliv, Nexteer Automotive, Volkswagen Group of America and Lear Corporation. In September 2021, she started her own practice, Catherine Colvin and Associates. Trustee Colvin earned her Juris Doctor from Western Michigan University Thomas M. Cooley Law School in Lansing and her bachelor’s degree from the University of Michigan in Ann Arbor.

David Wagner — An Oxford resident since 2019, David Wagner was elected to the township board in November 2024. Over the past four decades, Trustee Wagner has held positions in the aerospace, medical, computing and automotive industries. He’s held various engineering, managerial and program/project management positions. He earned master’s degrees in electrical engineering and business administration from California State University and attained numerous certifications, including Project Management Professional. While living in Arizona, Trustee Wagner served his fellow citizens as the elected vice chair of the Arizona Charter Commission, an appointee to the Oro Valley Water Utility Commission and chair of the Tangerine Road Corridor project, a capital improvement project. His community involvement includes membership in the Boy Scouts of America, serving on the board of his homeowners association and volunteering as a coach for the First Tee program.

Paul Schapira — Paul Schapira, an Oxford resident since 2020, was appointed to the township board of trustees on May 20, 2025. He’ll serve until  November 2026. Trustee Schapira has almost 35 years of experience in the finance industry. His roles have included commercial lender, private equity investor and turnaround consultant. He’s the founder and owner of Genesis Capital Advisors in Oxford. Outside of work, he volunteers with Oxford-Addison Youth Assistance’s Wildcat Cub Club, a program that connects adult mentors with elementary school students. Trustee Schapira is married to Patricia Schapira, executive director of the nonprofit Love In the Name of Christ (Love INC) of North Oakland County.
